Daniel Fernández is (or was) the leader of the Playa Cartel. He was based in Monte Cristi, and with his cartel having encroached on Talon's territory, a Talon strike team was sent to extract him. However, while they were able to make it to his hideout without a hitch, Fernández wasn't present. They tore Monti Cristi apart in an effort to find him, but he still evaded capture.[1]
