Liu is an arms dealer who operated in the southwestern United States.
He once worked with Frankie. Later, he had a deal with Elizabeth Ashe and her gang (which, incidentally, Frankie was also part of), meeting them at the Hopper. However, while he paid them for the arms delivery, he sold them out to the Diamondbacks, telling Frankie that "they gave me no choice." He drove off in his truck, while the Diamondbacks surrounded Ashe and her gang.[1]
