Petras Act
I remind you, recalling Overwatch agents to active duty comes with great risk. The Petras Act clearly states that any Overwatch activity is deemed illegal and punishable by prosecution.

The Petras Act is an item of United Nations law put into place after the disbanding of Overwatch. In short, it states that any and all actions taken by former Overwatch agents that correspond with Overwatch's overall mission and specific operational remit are illegal and punishable by prosecution.[1]

The act may be named for Director Petras, the United Nations director of Overwatch at the time of the Null Sector uprising in London.[2]


  • The French, Korean and Spanish version of the Recall animated short state that the Petras Act was signed in 2042. However, that piece of information is confirmed neither in the official version in English nor any other sources.[3][4][5][6]
    • It is worth noted that this information may be failed. Because based on Chris Metzen's words in Blizzcon 2014 Overwatch Unveiled Panel and Winston's words in Are You With Us?, and one can calculate that the Omnic Crisis started around 2044. It puts the Petra Act's establishment before the creation of Overwatch.[7]
  • The name might be a reference to Bill Petras, an art director at Blizzard Entertainment who is also responsible for directing the visual style of the art in Overwatch.
