The Playa Cartel is (or was) a criminal organization that operated in the Dominican Republic. It is/was led by Daniel Fernández.
Some years before the present day, the cartel was encroaching on Talon's territory. In response, a strike team led by Captain D. Cuerva was sent to apprehend Fernández from his safehouse in Monte Cristi. They made their way to the hideout without a hitch, but Fernández wasn't there. Monte Cristi was destroyed in their attempt to find him.[1]
