The intention of this line is to explain the sequence of events for this unfamiliar with the term beta. I find it hard to think of a sequence that does not fit that stated. The beta must end with or prior to the release of the game, and I can't imagine it ending such a long time before release that "shortly" is not a reasonable prediction. Betas for World of Warcraft, Hearthstone and Heroes of the Storm all conclude immediately before or a short period before release.
